I would suggest just the opposite: Governments, trying to &lt;a href='http://lreichardwhite.blogspot.com/2011/10/nature-of-via-bohr-feynman-quantum.html'&gt; freeze change&lt;/a&gt; as the name "State" confesses, actually retard progress. &lt;/p&gt;&lt;p&gt;For example, the research from Penn State that &lt;a href='http://www.rawstory.com/rs/2011/09/23/scientists-discover-virus-that-kills-all-types-of-breast-cancer-within-seven-days/'&gt; proves a certain virus kills all grades of breast cancer cells in 7 days&lt;/a&gt;. That's in vitro (in a test tube, etc.), which is significantly different than in vivo (live organisms).  None the less, this seems to be a novel approach, and if I had terminal breast cancer (don't laugh, men DO get it) I'd rather try some version of treatment using the virus than just sit still and die.&lt;/p&gt;&lt;p&gt;That, of course, won't happen -- the FDA won't permit it, at least not in the open market.  I might die quicker as an unexpected effect of the virus.  Or it might do no good at all, but so what?  Why should people with a death sentence according to the establishment be prevented from trying to save their own lives and at the same time, contributing to research which might lead to the proper way to use this virus to save later victims?  &lt;/p&gt;&lt;p&gt;Lest you think this notion that "The State" retards progress is an original idea with me - - -  &lt;/p&gt;&lt;blockquote&gt;Government, in its very essence, is opposed to all increase in knowledge. And if you try to ignore them, they often bash you.  &lt;/p&gt;&lt;p&gt;"all-inclusive, objective, non-ideological definition?"  Apparently you have way more  confidence in the ablilty of my words to capture the essence of things  than I do.  But OK. I'll play.  Since normal definitions seem to have  left you with some doubt, let me give it a shot, though, relying mostly  on my favorite mode, ostensive definition.  More or less.  &lt;/p&gt;&lt;p&gt;So  Greg. Let's try this:  There is a class of groups of people who arrogate to themselves the right to coerce others -- using force and threats of  force -- to do things, not to do things, how to do things, and the right to insist on payment of their choosing for that "service" without  getting the others' informed consent.  &lt;/p&gt;&lt;p&gt;One such group might be  the Mafia as depicted in film and fable, although, compared to the  normal groups that operate that way, they are mild by comparison.  For  example, mafias rarely hassle folks for smoking marijuana, tell you you  can't sell booze or burn trash on Sundays, fire bomb or nuke cities in  foreign countries, etc..  &lt;/p&gt;&lt;p&gt;The main such coercive groups however,  are groups and sub-groups which people normally call "government."   Typically such groups also attempt to gain a monopoly on the use of  force to keep their "customers," both willing and unwilling, paying them "taxes" so they can continue to exist in the life-style to which their  group has become accustomed.  These organizations include the only  groups that engage in "war."  &lt;/p&gt;&lt;p&gt;Such groups, often the slightly  more benign ones, may be taken over by other cliquish sub-groups who  then enjoy the advantages of taxation, etc.  The Nazis used this ploy  quite successfully in Germany for example.  In the older days, those who arrogated themselves positions in governments traditionally took on  titles like "King," "Queen," "Duke," etc.  &lt;/p&gt;&lt;p&gt;Like classical  slavery, children are ass-u-med to be born into the condition of  servitude to these "government" groups.  They are expected to selflessly and without complaint, take up the yoke of the government debt  (euphimistically called "&lt;i&gt;national debt&lt;/i&gt;") these organizations have run up in their name, and to be subject to largely arbitrary rules they have had no say in producing.  &lt;/p&gt;&lt;p&gt;These coercive groups, knowing  they can't get away with most of this in broad daylight, usually learn  to disguise their enterprise.  Joel Barlow pointed out the essence of  the scam centuries ago like this:    &lt;/p&gt;&lt;blockquote&gt; &lt;a name='fromNote_1'/&gt; The art of constructing governments has usually been to organize the  State in such a manner, as that this operation could be carried on to  the best advantage for the administrators; and the art of administering  those governments has been so to vary the means of seizing upon private  property, as to bring the greatest possible quantity into the public  coffers, without exciting insurrections. &lt;a&gt;[1]&lt;/a&gt; Those governments which are called despotic, deal more in open plunder; those that call themselves free, and act under the cloak of what they  teach the people to reverence as a constitution, are driven to the arts  of stealing. These have succeeded better by theft than the others have  by plunder; and this is the principal difference by which they can be  distinguished. Under those constitutional governments the people are  more industrious, and create property faster; because they are not  sensible in what manner, and in what quantities, it is taken from them.  The administrators, in this case, act by a compound operation; one is to induce the people to work, and the other to take from them their  earnings. &lt;a name='fromNote_2'/&gt;  &lt;span class='SOURCE'&gt;--Joel Barlow, &lt;a&gt;[2]&lt;/a&gt; "Advice to the Privileged Orders in the Several States of Europe -  Resulting from the Necessity and Propriety of a General Revolution in  the Principle of Government," written between 1792 and 1795  &lt;a href='http://www.thespiritof76.com/NEX_NEWS/NF_VOTE.HTM'&gt;VOTE? 109_clip18 &lt;/a&gt;  &lt;/span&gt;&lt;/blockquote&gt;&lt;p&gt;So, the smart "&lt;i&gt;governments&lt;/i&gt;" pretend to deliver "&lt;i&gt;services&lt;/i&gt;" most (if not all) of which could be provided by voluntary exchange. Keynes), monetarist (Milton Friedman), neo-Keynesian economist (Bernanke, Krugman, etc.).  &lt;br/&gt;&lt;br/&gt;&lt;/big&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;1.&lt;/b&gt; The "&lt;i&gt;law of supply and demand&lt;/i&gt;" applies to "&lt;i&gt;money&lt;/i&gt;."  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;2.&lt;/b&gt; An increase in the "&lt;i&gt;money&lt;/i&gt;" supply greater than the increase in production -- because of the law of supply and demand -- causes  a general price inflation across the boards.  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;3.&lt;/b&gt; Credit (I.O.U.s of various types, including stock certificates, bonds, etc. -- that note on the back of granddad's cigarette pack), as Daniel Webster put it, is equivalent to "&lt;i&gt;money&lt;/i&gt;" and has all the effects of "&lt;i&gt;money&lt;/i&gt;." &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;3A.&lt;/b&gt; Most I.O.U.s start out as limited circulation I.O.U.s -- and stay that way unless a market is established which allows them to be traded, that is, makes them "liquid."  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;4.&lt;/b&gt; A sudden change in the amount of either "money" or credit -- in either direction -- disrupts trade and thus the advantages of specialization and division of labor -- which ultimately determine the physical level of well-being of the human race -- and make the "modern" large populations possible.  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;5.&lt;/b&gt; Without the advantages of trade (and thus division of labor), extremely large numbers of men, women and children would die.  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;6.&lt;/b&gt; Barring the crash of a solid gold or silver asteroid, a sudden change in the supply of gold and silver (transactional hard money) are highly unlikely.  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;7.&lt;/b&gt; Because their value depends on psychology rather on a directly perceived value of a strictly limited physical commodity, the effective supply of both credit and paper/megabyte money can change suddenly.  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;8.&lt;/b&gt; The supply of both credit and paper/megabyte money CAN change with extreme rapidity, paper/megabyte because it's easy to create, credit because it completely depends on confidence that the debtor can and will pay, and without that confidence, a credit vehicle becomes devalued or even worthless.  That is, because people can lose confidence in an I.O.U. and so don't want it, it becomes less, or even completely, "illiquid."  That is, "&lt;i&gt;people don't want it&lt;/i&gt;" = "&lt;i&gt;illiquid&lt;/i&gt;" = "&lt;i&gt;devalued&lt;/i&gt;" or even "&lt;i&gt;worthless&lt;/i&gt;."  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;9.&lt;/b&gt; Since most people hold money for later use, at least partially, it's important that people have confidence it will hold its trade value and &lt;i&gt;NOT&lt;/i&gt; devalue.  Thus, the main "psychology" that determines whether or not people will hold a particular I.O.U. is their expectation as to its future value.  If they expect its value to drop -- or equivalently, expect prices to rise -- they will spend it quickly.  That is, if they expect a general price inflation, they will lose confidence in their money and spend it quickly.  &lt;br/&gt;&lt;/big&gt;&lt;/p&gt;&lt;p&gt;&lt;big&gt;&lt;b&gt;10.&lt;/b&gt; Once people in general start to spend quickly, this puts more money into circulation quickly, thus increasing its effective supply, which causes more inflation, more inflationary expectations, destroys more confidence, and so forth.  The Austrian School of economics calls the rapid spiral that results a "&lt;i&gt;crack-up boom&lt;/i&gt;" or "&lt;i&gt;catastrophenhause&lt;/i&gt;."  Others call it "hyperinflation."  Which is why U.S. Federal Reserve Chair Bernanke and the FED are so concerned by peoples' "&lt;i&gt;inflationary expectations&lt;/i&gt;." Your comedian wasn't funny.&lt;/b&gt;&lt;br/&gt;&lt;br/&gt;Hi CNBC!&lt;span class='text_exposed_hide'&gt;&lt;span class='text_exposed_show'&gt;&lt;br/&gt;&lt;br/&gt;It doesn't matter whether Prof. Galbraith is right about interest rates remaining at 4% for 20 years (like drawing 10 blackjacks in a row in Vegas. -- OK, 20), it's the "off balance sheet" unfunded liabilities that everyone so glibly dismisses with a single sentence.&lt;br/&gt;&lt;br/&gt;The minimum estimates of the cost of those (Social "Security" and Medicare -- before Obamacare) was somewhere around $66 trillion.&lt;br/&gt;&lt;br/&gt;The &lt;a href='http://www.usdebtclock.org/index.html'&gt;debt clock&lt;/a&gt; currently shows them at about $108 trillion.&lt;br/&gt;&lt;br/&gt;Health, happiness, &amp;amp; long life,&lt;br/&gt;L. Reichard White&lt;br/&gt;&lt;br/&gt;P.S. OK, like drawing &lt;i&gt;100 blackjacks&lt;/i&gt; in a row. But just to be sure, they ran a few of these "resorts" around the country to wine and dine the recalcitrant few. And reward the faithful many.&lt;br/&gt;&lt;br/&gt;My friend Mike's job was, when the Con gress critters wanted to go hunting, to give them a successful outing. The article suggests that "&lt;i&gt;the disclosure of the plans could be intended to put pressure on Tehran to halt enrichment, &lt;b&gt;cajole America into action&lt;/b&gt; or soften up world opinion in advance of an Israeli attack&lt;/i&gt;."&lt;br&gt;&lt;/br&gt;&lt;br&gt;&lt;/br&gt;Will America be cajoled?&lt;br&gt;&lt;/br&gt;&lt;br&gt;&lt;/br&gt;It seems "we" already have been:&lt;br&gt;&lt;/br&gt;&lt;br&gt;&lt;/br&gt;&lt;blockquote&gt;Former UNSCOM Chief Weapons Inspector SCOTT RITTER: Look, we're already overflying Iran with unmanned aerial vehicles, pilotless drones.
